2 Executives Promoted to New Hospital Leadership Roles

UToledo Health has promoted two executives to key positions within the hospital’s senior leadership team.

Russ Smith, a longtime administrator at the University of Toledo Medical Center, has been appointed chief operating officer, where he will have primary responsibility for hospital operations while continuing to oversee pharmacy, laboratory and radiology operations, the Eleanor N. Dana Cancer Center and other ancillary services.

Marci Cancic-Frey has been appointed chief administrative officer for UTMC. In that role, Cancic-Frey will oversee outpatient clinic operations, therapy services, food and nutrition and the hospital’s transplant program.

Both appointments were effective Sunday, June 1.

“Russ and Marci have played instrumental roles in making UToledo Health a more efficient and effective healthcare enterprise. I look forward to them continuing to serve our health system well in new roles,” UTMC Chief Executive Officer Dan Barbee said.

Smith joined UTMC in 1995 as an inpatient pharmacist. Since then, he has served as pharmacy operations manager, director of pharmacy and UTMC’s chief pharmacy officer. In 2021, he was named senior hospital administrator.

A board-certified pharmacist, Smith earned a pharmacy degree from UToledo, a doctor of pharmacy degree from Shenandoah University and an M.B.A. from the University of Findlay. He also is a Fellow of the American College of Healthcare Executives.

Cancic-Frey has been with UTMC since 2011, beginning her career as a physical therapist. Most recently, she served as senior administrative director of clinic operations. She is a two-time graduate of UToledo, earning both a doctor of physical therapy degree and a master’s in business administration.
