Every year, the U.S. Department of Education publishes its College Affordability and Transparency List, spotlighting the 5% of colleges and universities nationwide with the highest tuition, the highest net price or the steepest price increases.
This year’s newly published list is out and for the sixth consecutive year The University of Toledo is nowhere to be found on it.
That absence is a distinction worth celebrating in a state where three public institutions did make the priciest list and in a higher education landscape where sticker shock dominates headlines. Against that backdrop, UToledo continues to prove that quality and cost are not mutually exclusive.
Best Net Price Among R1 Research Universities in Ohio
Data in the recently published U.S. Department of Education College Affordability and Transparency List tells a clear story.
Among Ohio’s Carnegie-classified R1 institutions, which are the state’s elite, research-intensive universities, UToledo has the lowest net price.
Net price is what students actually pay to attend and includes tuition, fees, room and board, minus the average grant and scholarship aid they receive. Unlike sticker price, net price reflects the real, out-of-pocket cost of a degree.
UToledo’s net price is nearly $2,000 lower than Ohio State and more than $6,800 lower than University of Cincinnati, while still delivering the research firepower, faculty expertise and academic breadth that define an R1 institution.
“As the cost of higher education remains a top concern for families across the country, UToledo continues to prove that a top-tier research university education doesn’t have to come with a top-tier price tag,” said President James P. Holloway.

UToledo’s absence from the federal “highest cost” list isn’t an isolated data point; it’s consistent with a broader pattern of third-party recognition:
• U.S. News & World Report moved UToledo up three spots in its 2026 Best Colleges rankings, citing gains in academic peer assessment, graduation rate performance, student-faculty ratio and financial resources per student.
• The Bipartisan Policy Center ranked UToledo top three among all Ohio public universities for lifetime return on investment (ROI)
• A Georgetown University study calculating The Colleges Where Low-Income Students Get the Highest ROI placed UToledo as #2 among Ohio publics.
• The Wall Street Journal ranked UToledo #2 among Ohio public universities for time to repay college loans.
• U.S. News recognized UToledo as a Top Performer in Social Mobility with average starting annual salaries for new graduates topping $60,000.
• Even in comparison with peers around the world, UToledo stands out as one of 275 U.S. institutions to make the US News Best Global Universities list again this year with top program rankings in materials science, psychiatry/psychology, chemistry and clinical medicine and a regional research reputation ranking higher than 89% of institutions in the world.
