UToledo Institute to Discuss Administrative Law in Thursday Panel

The University of Toledo will host three panelists on Thursday, April 3, to discuss a seismic shift in administrative law that the U.S. Supreme Court triggered with a 2024 opinion.

“After Chevron: The Future of Administrative Authority,” hosted by the Institute of American Constitutional Thought and Leadership, begins at 5:30 p.m. in the Grand Ballroom of the Delta Hotel by Marriott, 3100 Glendale Ave., Toledo. A reception will follow at 7 p.m.

Dr. Deborah O’Malley, an assistant professor in the institute, will facilitate the panel discussion on the legal principle known as the “Chevron doctrine,” established through a lawsuit involving the eponymous energy corporation in 1984. The Chevron doctrine held that judges should defer to federal agencies in interpreting ambiguous statutes.

The discussion will also explore the implications of the opinion that recently overturned it, creating a seismic shift in American administrative law that could reshape the balance of power among the branches of government for decades to come.

The panelists are Mark Chenoweth, president and chief legal officer of the New Civil Liberties Alliance; Dr. Joseph Postell, an associate professor of politics at Hillsdale College, and Harry Zanville, a federal agency consultant, litigator, arbitrator and educator.

The Institute of American Constitutional Thought and Leadership is a multidisciplinary center at UToledo created and funded by the Ohio Legislature in 2023. Through teaching, research and public programming, the institute provides a space for diverse voices to discuss and debate key questions about U.S. society, history and politics.
