UToledo Early Learning Center Achieves Perfect Evaluation, Maintains Gold Status

The University of Toledo Early Learning Center (ELC) has achieved a perfect evaluation through Ohio’s Step Up To Quality (SUTQ) program and retained a prestigious Gold rating — the state’s highest distinction for early care and education.

Ohio’s SUTQ system recognizes programs that exceed state licensing standards across curriculum, staff-to-child ratios, learning environments, staff qualifications and family engagement.

UToledo’s Early Learning Center achieved a perfect evaluation through Ohio’s Step Up To Quality program and retained a prestigious Gold rating — the state’s highest distinction for early care and education.

Achieving and sustaining Gold recognition reflects the ELC’s unwavering commitment to quality during a period that developmental science identifies as uniquely consequential: 90% of brain development occurs before a child turns 6.

At the heart of the ELC’s success is its vibrant community of educators who implement research-based curricula, foster inclusive learning environments and cultivate meaningful relationships with children and families.

The program prioritizes hands-on learning experiences, social-emotional development and tailored support to attend to the unique needs of each child, ensuring a well-rounded educational foundation.

“This accomplishment reflects the intentional, day-to-day work of our teachers and staff,” said Caryn Salts, director of the Early Learning Center. “Maintaining a Gold rating requires ongoing dedication and collaboration across all areas of our program. Early childhood education is the foundation for lifelong learning, and our team is committed to providing high-quality experiences that support each child’s academic, social and emotional growth.”

The ELC serves UToledo students, faculty and staff, as well as families throughout the broader Toledo community, providing high-quality early care and education in a nurturing, academically rich environment.

The center also functions as a practicum site for multiple UToledo academic programs, giving students across disciplines hands-on training alongside young learners — a dual mission that enriches both child development and higher education.

Beyond education, the ELC plays an essential role in supporting work-life balance for university families — making it possible for caregivers to focus on their careers and studies knowing their children are thriving in a Gold-rated program.
